November 2008 was generally
uneventful in Kansas from a weather standpoint. Precipitation
was well below normal in most areas with the exception of a few
pockets in the northwest. Ashland (Clark County) picked-up only
one one-hundredth of an inch for the month.
Average daily temperatures
during November ranged from near normal in the far-east to well
above normal in the western half of the state. Some western
locations were nearly five degrees above normal. Statewide
extreme temperatures during the month ranged from 840F
at Ashland, Liberal and Wilmore 16 SE on the 3rd,
down to a low of 90F at Bison 3 NW on the 21st.

Drought Preparedness and Response
The Kansas
Water Office has the statutory responsibility to monitor
conditions and inform the Governor when drought conditions are
present in the state. The Director of the Kansas Water Office
serves as Chair of the Governor’s Drought Response Team, an
interagency group charged with coordinating drought response
activities in Kansas. An
